On page 889/890 under "Returning an OUT Parameter" on code line 40 of the code snippet it says

On page 890 it says
On line 40, we include two special characters (?=) to specify that the stored procedure has an output value. This is optional since we have the OUT parameter, but it does aid in readability.
I don't understand this quote fully, but maybe it explains why we have `magic_number(?)`.
